Strange phenomenon with Wasps or Bees today in Toronto, Ont

Hello not sure if this is the right place to ask questions but today I saw what appeares to be several wasps or Bees swarming multiple trees surrounding a park I live near.

It was just before sunset and each tree surrounding the park had 10-20 bees or wasps flying sporadically all around the trees flying in and out and all around. It was really strange.

It didn't look like they were building a nest, and this was happening on every single tree. I've never seen anything like it.

I was thinking maybe there was a huge nest somewhere nearby that had just been destroyed and they were possibly scouting out areas for a new nest.

They were not aggressive and no one was getting stung but in total there were probably hundreds if not more in total just flying around.

Why were they doing this? Is this common? None of the trees had nests in them either. It was June 24th and it's been hot and dry mostly.

Anyone know what could be going on here.
